Titre : Television Across Europe : Regulation, Policy, and Independence : Report Summary Type de document : document électronique Editeur : London [United Kingdom] : Open Society Media Program - Open Society Foundation Année de publication : 2005 Importance : 337 p. ISBN/ISSN/EAN : 978-1-891385-35-3 Note générale : Document en 3 volumes et un résumé Langues : Anglais Catégories : DOCUMENTATION ORGANES DE REGULATION (SAUF CSA BELGE) Tags : régulation politique indépendance Index. décimale : 342.06 Droit administratif Note de contenu : "The pivotal role of television in supporting democracy in Europe is under threat. Public service broadcasters are compromising quality to compete with commercial channels, and many of them depend on governments or political parties. Meanwhile, ever larger concentrations are developing in the commercial sector, often with clear political affiliations. These developments jeopardize broadcasting pluralism and diversity, with the new democracies of Central and Eastern Europe most at risk.
These are the main findings of the monitoring report Television Across Europe: Regulation, Policy and Independence, published by OSI's EU Monitoring and Advocacy Program (EUMAP) and Media Program. The report covers 20 European countries—EU members, candidates, and potential candidates—from the U.K. to Turkey, and from Romania to France. At 1,662 pages, it is the largest-ever comparative survey of its kind. The report analyzes broadcasting across the continent and addresses policy recommendations to national and international authorities and groups"

Titre : The Development of Agencies at EU and National levels : Conceptual analysis and proposals for reform Type de document : document électronique Auteurs : Damien Gerardin, Auteur ; Nicolas Petit, Auteur Editeur : New York : NYU School of Law Année de publication : 2004 Importance : 62 p. Langues : Anglais Catégories : DOCUMENTATION ORGANES DE REGULATION (SAUF CSA BELGE) Tags : régulation administration Europe responsabilité gouvernance Index. décimale : 342.06 Droit administratif Note de contenu : "In this paper we analyse institutional issues of common interest to the National Regulatory Authorities (NRAs) and the European Agencies (EAs) created under the impulsion of EC law. Both sets of bodies are examined through the lenses of three institutional regulatory parameters, i.e. (i) the jurisdictional level at which agencies should be placed (EU vs. national), (ii) the degree of homogeneity/heterogeneity that is desirable among agencies, and (iii) the state of compliance with principles of good governance. On the basis of this analysis, we argue that there is some scope for significant reforms. While the creation of NRAs and EAs can be seen as a positive development of EC law, the methods of functioning of these agencies and the way they are organised could largely be improved, in particular with regards to principles of good governance."
