L'essor des communications mobiles porte à croire à un changement plus global de la société, à la formation d'un mode de vie plus nomade. Le vecteur technique n'est pas le seul critère qui permette d'attester l'émergence d'un nouveau nomadisme. Cet article tente d'analyser les dimensions quasi anthropologiques qu'implique un tel phénomène, les mutations du mode de travail et de la notion même d'outil appliquée à l'activité de communication en situation de mobilité. Enfin, le concept de réseau est appelé à évoluer avec la dissémination des terminaux mobiles. Jusqu'alors associé à la rationalité étatique et au contrôle du territoire, comment le réseau peut-il échapper à l’État sans changer de nature ?
LE TÉLÉPHONE MOBILE

En devenant portable et mobile, le téléphone s'émancipe des contraintes du domicile ou du bureau. Il devient totalement urbain, c'est-à-dire qu'il réalise l'idéal de la ville, fondé sur la commutation, la mobilité, l'insertion individuelle dans de multiples réseaux. L'espace urbain (la rue comme les transports collectifs) devra donc accueillir ces nouveaux usages, pour permettre en particulier des formes originales d'activités ambulatoires. Ces activités seront facilitées en outre par la transformation du téléphone en ordiphone, résultat de l'hybridation du micro-ordinateur portable et du téléphone. Cette prothèse de communication totale devra aussi s'adapter rapidement à de nouveaux besoins (de « décommunication », de commutation sélective) pour aboutir à une « hyper-communication » intelligente.

Le téléphone cellulaire est une innovation technologique qui aura certainement d' importantes conséquences sociales. Son évolution n'a pas été égale dans les différents pays industrialisés et, mystérieusement, les pays scandinaves sont en tête de peloton dans ce domaine. Ceci peut s'expliquer par des facteurs économiques, techniques, géographiques ou politiques, mais aucun d'eux ne se rapporte exclusivement aux pays scandinaves. Un sondage auprès d'utilisateurs de téléphones cellulaires montre que la popularité de ces appa reils s'appuie sur deux causes opposées : l'accessibilité totale et l'intimité perçue comme étant immédiate, qui peuvent se résumer par le terme «téléphone personnel ».
LES MOBILES DE L’INDÉPENDANCE

L'objectif de la recherche était de repérer les différents pattems enjeu dans les pratiques professionnelles des indépendants, en rapport avec la question de l'emploi des radio-téléphones, de les expliquer, d'évaluer leur pertinence et de rendre compte des postures communicationnelles.
Avec une approche méthodologique adéquate à la spécificité de l'objet d'étude, on a mis en évidence chez les « indépendants » du bâtiment (artisans, architectes), des figures de fonctionnement stables associant trois types de représentation du radio-téléphone liées à des modalités différenciées d'utilisation, à des types de positionnement vis-à-vis de la communication à distance.
La recomposition de l'indépendance par le jeu du radio-téléphone apparaît comme une notion clé, aussi bien par rapport aux partenaires externes et internes que par rapport aux tentatives de définition de soi en terme d'indépendant.
ENTRE SÉDENTARITÉ ET NOMADISME : LE SAVOIR-COMMUNIQUER DES MIGRANTS

Les auteurs ont réexploité de nombreux documents de recherche concernant des profes sionnels migrants en corrélant usages du téléphone et typologie des migrants. Trois formes ou catégories de circulants internationaux suggèrent des modes de communiquer originaux : les élites professionnelles internationales, circulant à l'initiative de leurs entre prises, les entrepreneurs en déplacement pour affaires et appartenant à des populations dia sporiques, et enfin les commerciaux membres de réseaux nomades ethniques. Tous ces circulants opposent à l'indiscrétion, au caractère illimité de la portée du téléphone, les limites imposées par les formes conventionnelles d'expression d'un lien social qui rend cependant le nomadisme possible. Pour certains, irréductibles d'un savoir-communiquer qui n'est autre qu'un savoir-être en relation, l'usage du téléphone durant le déplacement n'est envisageable qu'à leur seule initiative : comme s'il s'agissait d'affirmer le pouvoir du nomade sur le sédentaire en maîtrisant seul l'espace des échanges, donc des communications, qui relie un lieu de sédentarité à un autre.
LES MOBILISATIONS DE L'AUDITEUR-BALADEUR : UNE SOCIABILITÉ PUBLICATIVE

L'usage du baladeur musical en milieu urbain relève d'une nouvelle forme de mobilité qui questionne les catégories habituelles de notre entendement. En prêtant son corps aux voix du walkman, l'auditeur-baladeur adopte des pratiques spatio-phoniques qui jouent des interférences complexes entre conduites spatiales, conduites perceptives et conduites so ciales. Son expérience du public peut être lue de différentes manières : en termes de discri mination de l'environnement sonore, de recomposition des seuils du public et de déstabili sation des situations sociales. En outre, l'écoute au casque opère un dérèglement de l'appareil perceptif de l'auditeur, instrumente une disjonction entre le visible et l'audible et conduit à une instabilité des formes perçues et exprimées. "The Nordic countries have a tradition of strong support for their public service media and have also developed public service models that are characterized by their relatively small size and small populations. Moreover, the companies have many years’ experience of collaboration within the region – particularly with regard to coproduction of programs.
On the contemporary international arena, within organizations such as the UN and UNESCO, there exists a fundamental conviction that public service media – which are neither commercial nor state owned and which are free from political influence – foster well-informed and enlightened citizens and therefore constitute a cornerstone of democratic development.
Given this interest, Nordicom has carried out extensive work in the arena of public service media in the Nordic region – all within the frame of what we have chosen to call A Nordic Public Service Media Map. The aim of the project is to elucidate a framework for public service media – showing how the concept of public service media is operationalized in terms of the growth of democracy, the public space, media pluralism, cultural diversity, gender and social tolerance. The results of these efforts include recent research findings and statistical overviews.
This publication is the second volume in Nordicom’s series, Nordic Public Service Media Map, which is a part of the globalisation strategy of the Nordic Council of Ministers. The book contains a number of qualified analyses of public service media carried out by Nordic media scholars."

On the contemporary international arena, within organizations such as the UN and UNESCO, there exists a fundamental conviction that public service media – which are neither commercial nor state owned and which are free from political influence – foster well-informed and enlightened citizens and therefore constitute a cornerstone of democratic development.
Given this interest, Nordicom has carried out extensive work in the arena of public service media in the Nordic region – all within the frame of what we have chosen to call A Nordic Public Service Media Map. The aim of the project is to elucidate a framework for public service media – showing how the concept of public service media is operationalized in terms of the growth of democracy, the public space, media pluralism, cultural diversity, gender and social tolerance. The results of these efforts include recent research findings and statistical overviews.
This publication is the second volume in Nordicom’s series, Nordic Public Service Media Map, which is a part of the globalisation strategy of the Nordic Council of Ministers. The book contains a number of qualified analyses of public service media carried out by Nordic media scholars."

"Public Service Media in the Nordic Countries offers a wealth of information on the Nordic media landscape, with special focus on public service media. The five countries – Denmark, Finland, Iceland, Norway and Sweden – have similar media systems and a long tradition of public service broadcasting, including strong support for it and public service models that have developed characterized by the fact that the countries are small and have relatively small populations.
The aim of this volume is to provide an objective and detailed description of the media landscape in each country as well as a coherent overview of the Nordic region. The time span is the past decade in the light of digitalisation trends, with time series starting mostly during the year 2000. The statistics here provide a framework for the series’ forthcoming publications, which will look more into the Nordic public service model.
