"Since the end of a 50-year-long authoritarian regime in Portugal in the mid-1970s, political discourses and legal texts have incorporated media diversity as a fundamental democratic value. The 1976 Constitution prohibited cross-media concentration and subsequent media legislation contemplated pluralism as a vital societal dimension. This recognition, however, has always been expressed in vague, ineffectual terms as no government has ever had a real interest in preventing concentration of media ownership or in guaranteeing broadcasting content diversity. In an ever fragile political environment, governments have either encouraged `friendly' media groups or, fearing adverse reaction, abstained from acting against the perceived interests of the established ones. Taking advantage of the smallness of the country, media owners have efficiently argued that scale was necessary to maintain the media in national hands, and that concentration in itself was a guarantee of media content diversity. The `foreign enemy' argument has served the interests of both successive governments and domestic multimedia groups."

There were no doubts about the success of Digital Audio Broadcasting (DAB) in the 90's. DAB seemed to be the obvious choice to replace the analogue broadcast in Europe. However, and despite some successful cases, DAB has failed as a global radio standard. A multi-platform environment that includes analogue broadcasting is the most consensual scenario for the near future. This article focuses on one of the most noticeable examples of the DAB failure: Portugal. The article analyses the strategy shift in the Portuguese public radio and explains why the internet has become the obvious choice for expansion. Moreover, the Portuguese example illustrates the most relevant trends that are shaping the future of radio in Europe: COPE (Create Once Publish Everywhere), multi-platform delivery, and the resilience of analogic. This study also analyses some specific challenges that disturb the public radio in Europe, stressing the need to promote adequate national regulation that legitimize its online expansion, namely introducing public value tests."

After outlining the findings of a self-produced mapping of minority radio initiatives in Portugal, the paper explores the role of a local station founded by, and largely catering to, self-designated “expatriates” residing in the country’s touristic southern region of the Algarve. In dialogue with literature on minority media, it problematizes the issues of inclusion and exclusion, voice, transnational connectivity and cultural reproduction that are central to mediated self-representation in migratory contexts. It argues that media pertaining to relatively privileged populations should be included in the field of minority media.
Drawing on an ethnographic approach it further discusses the specificities of a station catering to a population for whom integration is not always a goal provided international relocation is driven by the search of amenities and “a better quality of life”. By exploring how Bright FM contributes to expressing and (re)constructing the cultural identity of the (mostly British) “expatriate” population, the paper suggests the usefulness of considering lifestyle migrants’ media as a particular category to conceptualize initiatives produced by and for people whose mobilities are best understood through the framework of lifestyle migration."

After outlining the findings of a self-produced mapping of minority radio initiatives in Portugal, the paper explores the role of a local station founded by, and largely catering to, self-designated “expatriates” residing in the country’s touristic southern region of the Algarve. In dialogue with literature on minority media, it problematizes the issues of inclusion and exclusion, voice, transnational connectivity and cultural reproduction that are central to mediated self-representation in migratory contexts. It argues that media pertaining to relatively privileged populations should be included in the field of minority media.
Drawing on an ethnographic approach it further discusses the specificities of a station catering to a population for whom integration is not always a goal provided international relocation is driven by the search of amenities and “a better quality of life”. By exploring how Bright FM contributes to expressing and (re)constructing the cultural identity of the (mostly British) “expatriate” population, the paper suggests the usefulness of considering lifestyle migrants’ media as a particular category to conceptualize initiatives produced by and for people whose mobilities are best understood through the framework of lifestyle migration."
