The paper comprises four main building blocks, of which the first extensively describes the definition or scope of the NRA-concept. The objective of the second chapter is to list and comment the institutional requirements that will apply under the new framework. The largest part of this chapter is dedicated to the obligation of independence of NRAs. The tasks and instruments of NRAs and the cooperation procedures they have to comply with are the most important topics of the third chapter, which also briefly pays attention to some specific advisory and regulatory bodies, established with the aim to harmonise the application of the new framework. Furthermore, this chapter also discusses the cooperation between sector specific NRAs and national competition authorities (NCAs). Finally, the legal feasibility of a single regulatory authority (SRA) for the electronic communications sector is discussed by the last chapter of the paper, explicitly raising the question of the desirability of such approach."
