"Maraa and Nomad India Network, in partnership with UNESCO, implemented the International Programme for Development of Communication (IPDC), wherein both partner organizations worked with various community radio stations across the width and breadth of the country, setting up technical infrastructure and building capacities related to content development, presentation, management, sustainability etc.
As part of this project, Maraa has published “Ground Realities – Community Radio in India” (PDF – 1.8 MB), which captures some of our experiences related to community radio, including capacity building processes. The publication also includes chapters written by people who are actually working on the field, at specific community radio stations. Their perspective is extremely important as it provides a worm’s eye point of view, which is most critical for community radio to take off as a movement.
Although dated, we feel that the publication will still be of interest and use to most community radio stations in the country. We hope that community radio stations will actually be able to use some of the materials and apply it to their own context. We also hope that some of the points raised by practitioners and advocates of community radio are noted by policy makers, as they reiterate issues raised repeatedly at Community Radio National Consultations held in the past. Some of them are related to need for capacity building, need for platforms which enable peer to peer sharing of experiences and so on. (...)"

"The Government of India has recognized community radio through its guidelines in 2002 and amended guidelines in 2006. Yet, in the domain of community media, a large gap remains between policy and practice. Communities from the media dark regions of India continue to struggle to get their voices heard and to receive critical and
locally relevant information. Their voices remain absent in an environment dominated by the mainstream media,disseminating only entertainment and national level or state level information.
This publication brings some of these voices to the foreground. It includes pieces by some of the community radio practitioners who have been engaging with their communities for many years at the grassroots level, and address issues critical to community radio, such as capacity building, sustainability, technology and other aspects of their experience. It also includes write-ups by specialists from various other fields who have contributed to
equally critical aspects of community radio, such as copyright issues, policy perspectives, knowledge sharing and capacity building.
