Titre : Mapping Digital Media: Net Neutrality and the Media Type de document : document électronique Auteurs : Stefaan Verhulst, Auteur Editeur : London [United Kingdom] : Open Society Media Program - Open Society Foundation Année de publication : 2011 Collection : References series num. n°7 Importance : 28 p. Format : Document électronique Langues : Anglais Catégories : MEDIAS:AUDIOVISUEL:NUMERIQUE Tags : neutralité du net régulation télécommunications concurrence liberté d'expression démocratie médias Index. décimale : 004.678 Internet Résumé : Présentation de l'éditeur :
"The Open Society Media Program has commissioned background papers on a range of topics that are important for understanding the effects of new technology on media and journalism. The papers accompany a series of reports, "Mapping Digital Media," on the impact of digitization on democracy in 60 countries around the world.
Will the internet and telecom architecture be changed in order to block or prioritize certain types of traffic? Much debate on media policy hinges on this issue, often referred to as the “net neutrality” question. Although it may appear to be a narrow technical debate, in fact it has major implications for innovation, free speech, and economic growth.
This paper introduces the net neutrality debate. It discusses the key network design principles involved; the current move toward discrimination or “access-tiering”; the arguments involved in the debate; the approaches suggested to secure network neutrality; and the current state of play in the U.S. and Europe. Finally, it focuses on one sector likely to be particularly affected by the outcome of this debate: the media. The paper ends with a call for innovative solutions and increased engagement by public interest advocates to develop solutions that promote open, fair and sustainable societies."

Titre : Television Across Europe : Regulation, Policy, and Independence : Report Summary Type de document : document électronique Editeur : London [United Kingdom] : Open Society Media Program - Open Society Foundation Année de publication : 2005 Importance : 337 p. ISBN/ISSN/EAN : 978-1-891385-35-3 Note générale : Document en 3 volumes et un résumé Langues : Anglais Catégories : DOCUMENTATION ORGANES DE REGULATION (SAUF CSA BELGE) Tags : régulation politique indépendance Index. décimale : 342.06 Droit administratif Note de contenu : "The pivotal role of television in supporting democracy in Europe is under threat. Public service broadcasters are compromising quality to compete with commercial channels, and many of them depend on governments or political parties. Meanwhile, ever larger concentrations are developing in the commercial sector, often with clear political affiliations. These developments jeopardize broadcasting pluralism and diversity, with the new democracies of Central and Eastern Europe most at risk.
These are the main findings of the monitoring report Television Across Europe: Regulation, Policy and Independence, published by OSI's EU Monitoring and Advocacy Program (EUMAP) and Media Program. The report covers 20 European countries—EU members, candidates, and potential candidates—from the U.K. to Turkey, and from Romania to France. At 1,662 pages, it is the largest-ever comparative survey of its kind. The report analyzes broadcasting across the continent and addresses policy recommendations to national and international authorities and groups"
