This paper examines the relation between formal independence, as prescribed in the constitutions of agencies, and de facto independence. Toward this end, it conceptualizes and assesses de facto independence of RAs, and discusses organizational, institutional, and political explanations for divergence from formal independence. The complex relations between de facto and formal independence are examined with a cross-national, cross-sectoral comparison of 16 Western European RAs using fuzzy-set analysis. The results show that formal independence is neither a necessary nor a sufficient condition for explaining variations in the de facto independence of agencies. Other factors, such as the lifecycle of agencies, veto players, and European networks of agencies, have a decisive impact"

On the one hand, the State retreats from sectors such as utilities, where it was highly interventionist, but on the other hand it regulates the liberalized markets with less intrusive instruments. This implies a shift in the very functions of the State, notably from stabilisation and redistribution to regulation towards "authorized agents" called Independent Regulatory Authorities (IRAs).
In this paper we have summed up the literature on IRAs' performance distinguishing some approaches concerning analysis on IRA's performances.
We have introduced the investment-looking approach that focuses on the regulatory arrangements necessary to sustain private investment. Then we have reconsidered the dominant approach that, deriving from original contribution of Levy and Spiller and of Baldwin and Cave, as reformulated by Pontarollo and Oglietti, offers an institutional analysis of IRA's activities and results. For what concerns infrastructure industries the main contribution is due to Stern and Holder, but further refinements are furnished in our review. Finally, we have made a list of further contributions which may be collected with previous approaches.

(…) we’re attempting to organize a coherent and hopefully useful document for regulators, politicians, academics and citizens concerned with the symbolic environment. Media regulators are supposed to improve the overall quality of the media and some certainly play a relevant role.
They are expected to raise media standards and therefore to contribute to the expansion of public and private media social responsibilities. But do they? And, if so, how and why?
This e-book results from the common intellectual interests of the EuroMedia Research Group2 and the collective research project “Media Regulation in Portugal: The ERC’s Case” (PTDC/CCI-COM/104634/2008)3, based at the Communication and Society Research Center (CSRC), University of Minho. One of the project’s objectives is to understand the Portuguese national media regulator in context. Therefore, we have invited members of the EuroMedia Research Group and the Project’s consultants4 to participate in this collaborative project that brings together the contributions from thirteen countries: Austria, Finland, France, Germany, Greece, Ireland, Italy, Poland, Portugal, Spain, Switzerland, The Netherlands, and the United Kingdom.
Together we have developed a model to compare media regulatory bodies across Europe.
(…) So, basically, this book is an attempt to implement the model we have developed so far. Each chapter corresponds to a specific country and the authors have tried to respond to the questions put forward in the nine dimensions of the model. As expected, not all were relevant in every case and the model faced particular difficulties in countries such as Germany or Spain, where the regional character of the political system has complexified the regulatory system."
