Modern information technology has given rise to a constantly increasing supply of media products through many new channels, and our perceptions of time and space, of the bounds between private and public, central and peripheral, have changed. But research shows that the situation of children’s and young people’s programmes on radio and television in most countries is deteriorating rather than improving. Likewise, spaces dedicated to children and young people on the Internet are overwhelmingly created by agencies driven by avarice rather than young people’s interests.
At the same time, children use adult programming and adult sites from an early age – meaning that many come into contact with too much media violence and other potentially harmful media traits not addressed to them. Although persons under the age of 18 constitute one third of the world’s population (in some countries more than half), they are also severely underrepresented in the media output (apart from in advertising) – they are seldom seen or heard, and their participation in media production is negligible or non-existent.
The study was published as a “Yearbook” of the International Clearinghouse on Children, Youth and Media at the Information Centre for Media and Communication Research (Nordicom) of Göteborg University Sweden , with Ulla Carlsson and Cecilia von Feilitzenas editors. It assembles contributions by researchers from different parts of the world in order to shed light upon issues of vital importance that arise when dealing with a subject such as ’media in the service of young people’. The book consists of two parts. The first part contains articles by eminent scholars active in different continents. These articles exhibit theoretical visions and empirical examples of what constitutes and what does not constitute media and media contents in the service of children and youth. The researchers also reflect on measures of how to improve young people's media situation in the digital age.
The second part of the publication presents different kinds of efforts at raising media and information/Internet literacy among young people, parents, media educators and media professionals through examples of activities, projects, resources, and best practices with a focus on children’s and young people’s own media production as one of the more effective means to raise their level of knowledge and awareness."

"The UNITWIN Cooperation Programme on Media and Information Literacy and Intercultural Dialogue (MILID) is based on an initiative from the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the UN Alliance of Civilizations (UNAOC). This Network was created in line with UNESCO’s mission and objectives, as well as the mandate of UNAOC, to serve as a catalyst and facilitator helping to give impetus to innovative projects aimed at reducing polarization among nations and cultures through mutual partnerships.
This UNITWIN Network is composed of eight universities from different geographical areas. The main objectives of the Network are to foster collaboration among member universities, to build capacity in each of the countries in order to empower them to advance media and information literacy and intercultural dialogue, and to promote freedom of speech, freedom of information and the free flow of ideas and knowledge.
Specific objectives include acting as an observatory for the role of media and information literacy (MIL) in promoting civic participation, democracy and development as well as enhancing intercultural and cooperative research on MIL. The programme also aims at promoting global actions related to MIL and intercultural dialogue.
In such a context, a MILID Yearbook series is an important initiative. This first MILID Yearbook is a result of a collaboration between the UNITWIN Cooperation Programme on Media and Information Literacy and Intercultural Dialogue, and the International Clearinghouse on Children, Youth and Media at NORDICOM, University of Gothenburg."

"Rapid and dramatically changing digital and converging media and communication
processes have given rise to new questions about the relations between
children, youth and media. These processes have prompted many in research
and in the debate to reformulate and re-approach basic questions at new levels
and from new perspectives. By elucidating, broadening and contextualizing
knowledge about young people and media from a global point of view, we
also discover the very different media situations in various parts of the world.
In cooperation with the hosts of the World Summit on Media for Children and
Youth in 2010, Karlstad, Sweden, The International Clearinghouse on Children,
Youth and Media at Nordicom organized a Research Forum with different sessions
in the summit programme. The aim of each session was to provide a space for an
exchange of knowledge and a dialogue between the different groups of delegates
at the summit and for researchers to reach out to interested parties in and outside
the research community – teachers, media professionals, decision makers, regulators,
etc. A constructive dialogue between representatives of different professions
and positions is vital for further progress in realizing children’s rights. The current

"The Nordic countries have a tradition of strong support for their public service media and have also developed public service models that are characterized by their relatively small size and small populations. Moreover, the companies have many years’ experience of collaboration within the region – particularly with regard to coproduction of programs.
On the contemporary international arena, within organizations such as the UN and UNESCO, there exists a fundamental conviction that public service media – which are neither commercial nor state owned and which are free from political influence – foster well-informed and enlightened citizens and therefore constitute a cornerstone of democratic development.
Given this interest, Nordicom has carried out extensive work in the arena of public service media in the Nordic region – all within the frame of what we have chosen to call A Nordic Public Service Media Map. The aim of the project is to elucidate a framework for public service media – showing how the concept of public service media is operationalized in terms of the growth of democracy, the public space, media pluralism, cultural diversity, gender and social tolerance. The results of these efforts include recent research findings and statistical overviews.
This publication is the second volume in Nordicom’s series, Nordic Public Service Media Map, which is a part of the globalisation strategy of the Nordic Council of Ministers. The book contains a number of qualified analyses of public service media carried out by Nordic media scholars."

Introduction: What’s so Special about Nordic Public Service Media?

"The Nordic countries have a tradition of strong support for their public service media and have also developed public service models that are characterized by their relatively small size and small populations. Moreover, the companies have many years’ experience of collaboration within the region – particularly with regard to coproduction of programs.
On the contemporary international arena, within organizations such as the UN and UNESCO, there exists a fundamental conviction that public service media – which are neither commercial nor state owned and which are free from political influence – foster well-informed and enlightened citizens and therefore constitute a cornerstone of democratic development.
Given this interest, Nordicom has carried out extensive work in the arena of public service media in the Nordic region – all within the frame of what we have chosen to call A Nordic Public Service Media Map. The aim of the project is to elucidate a framework for public service media – showing how the concept of public service media is operationalized in terms of the growth of democracy, the public space, media pluralism, cultural diversity, gender and social tolerance. The results of these efforts include recent research findings and statistical overviews.
This publication is the second volume in Nordicom’s series, Nordic Public Service Media Map, which is a part of the globalisation strategy of the Nordic Council of Ministers. The book contains a number of qualified analyses of public service media carried out by Nordic media scholars."

"L’UNESCO, en collaboration avec International Clearinghouse on Children, Youth and Media, NORDICOM/Université de Göteborg, vient de publier un rapport intitulé "Regulation, Awareness, Empowerment. Young People and harmful Media Content in the Digital Age" (Réglementation, sensibilisation, autonomisation. Les jeunes et les contenus médiatiques préjudiciables à l’ère du numérique).
Cet ouvrage donne une analyse très complète de ce sujet dans l’état actuel des connaissances et dégage les grandes tendances du domaine des contenus médiatiques violents et préjudiciables et de la protection des mineurs, de l’état des recherches sur les différentes mesures adoptées, tout en évoquant des cas concrets de documents et de projets dans de nombreuses régions du monde. Il offre en outre un certain nombre de réflexions sur les mesures de protection et la maîtrise des médias et de l’information, tout cela en regardant vers le long terme, dans le but de bâtir un avenir meilleur pour nos jeunes.
Nombreux sont les parents, les enseignants et les responsables politiques qui se disent préoccupés devant l’influence négative que les médias exercent, d’après eux, sur les enfants et les jeunes. Ils s’inquiètent notamment de la violence dans les médias. Or, dans le monde d’aujourd’hui, la violence n’est que l’un des aspects du problème, qui s’étend également aux films et aux images pornographiques, à un marketing outrancier, à une image stéréotypée et irrespectueuse des jeunes, des femmes et des minorités, à l’incitation à la haine, etc. Les médias interactifs comme l’Internet impliquent en outre que l’utilisation des médias incite à adopter des comportements à risque dans la vie réelle. Le terme de violence n’est plus approprié. Les expressions telles que “contenus médiatiques préjudiciables” ou “le danger et la violence dans les contenus médiatiques” sont aujourd’hui mieux adaptées à la situation. C’est cette expression de plus large portée qui constitue le point de départ de ce travail.
Le titre, « réglementation, sensibilisation, autonomisation », montre que dans toutes les discussions portant sur la protection des mineurs contre les contenus médiatiques et sur la diminution du volume de contenus médiatiques préjudiciables, il est impératif de traiter de maîtrise des médias et de l’information. Le présent ouvrage s’appuie sur une analyse de initiatives engagées afin de favoriser une meilleure maîtrise des médias et de l’information, analyse englobant un inventaire de bonnes pratiques, d’activités et d’approches novatrices.
Edité par Ulla Carlsson, cet ouvrage présente des exemples d’activités et de projets en accordant une importance particulière à la propre production médiatique des enfants et des jeunes, ce qui constitue l’un des moyens les plus efficaces pour sensibiliser les enfants et les jeunes tout en améliorant leur niveau de connaissances."
