Le 24 avril, la Commission adoptera un livre vert intitulé: «Se préparer à un monde audiovisuel totalement convergent: croissance, création et valeurs». On assiste actuellement à une convergence rapide des médias audiovisuels et de l'internet. La consultation vise à déterminer quelles seraient les implications de la convergence dans le secteur audiovisuel pour la croissance économique et l'innovation des entreprises en Europe, le pluralisme des médias, la diversité culturelle et la protection des consommateurs, notamment des enfants. Une réflexion sur ce sujet est déjà en cours dans de nombreux États membres et la Commission souhaite maintenant lancer une vaste consultation publique au niveau européen sur l'impact de la convergence. Sans préjuger des résultats de cette consultation, on peut envisager, au titre du suivi, des dispositions réglementaires ou d'autres mesures politiques.(...)"

The reform brings the Directive in line with the new realities.
Viewers, and particularly minors, are moving from traditional TV to the online world, while the regulatory burden is much higher on TV. The Directive therefore introduces flexibility when restrictions only applicable to TV are no longer justified. At the same time, it ensures that consumers will be sufficiently protected in the on-demand and Internet world. This is done while making sure that innovation will not be stifled.
The idea is to achieve a balance between competitiveness and consumer protection. (...)"
